After the Second World War, modern international law was established with the idea of countering “war propaganda” (United Nations General Assembly Resolution 110 of November 3, 1947 and Resolution 381 of November 17, 1950). International legislators, i.e. sovereign states, soon agreed that war could only be fought against by ensuring the “free flow of ideas” (resolution 819 of 11 December 1954).
